The IDF and the Ministry of Defense have agreed with the Ministry of Finance on a budget for the preservation of human capital, which will finance, among other things, the salaries and conditions of 350 talents and 1,300 cyber experts, which the army will use to keep those they need in the army instead of going into the private hi-tech sector. 

The base itself will cover 2,500 dunams and contain about 12,000 soldiers. The plans are for the IDF to receive the Intelligence Campus in 2025.
