The local committee for planning and construction in the Jerusalem municipality promoted the construction of a new Jewish neighborhood across the Green Line, on the abandoned Atarot airport in north Jerusalem.

The neighborhood is planned to contain about 9,000 housing units on an area of 1,243 dunams.
