Hamas has managed to systematically deceive the tax authorities, institutions, and customers in Europe and the Middle East for two decades by establishing its financial investment portfolio.
Hamas controls about 40 commercial companies in Turkey, the United Arab Emirates, Saudi Arabia, Jordan, Algeria, and Sudan. Most of these companies are in the field of real estate and infrastructure.
These companies manage huge projects and hold assets for Hamas, valued at half a billion dollars. The profits from this portfolio are used to fund Hamas terrorist activities and military construction projects, such as the purchase of weapons.
These companies are ostensibly carrying out legitimate and innocent activities. They have business relationships with leading international companies and banks in Europe, report to the tax authorities, manage their accounting records, and work with banks, insurance companies, suppliers, and customers on a regular basis.
However, these companies are actually controlled by Hamas members. Hamas exploits the light regulations in the countries in which it operates, endangering banks, insurance companies, accounting firms, and other financial services providers by laundering funds used to support terrorism through their systems without their knowledge.
Hamas uses a variety of methods, that are often used to launder capital, in order to hide its control over these companies and the fact that the money is being used to finance terrorist activities.

The members of the system are fictitiously registered in the name of the collaborators, without being aware of their connection with Hamas. In reality, they are controlled by Hamas elements who hold key positions in the companies.
There are a total of nine Hamas operatives who are members of more than 18 companies. One activist holds key positions in about 13 different companies, which are under the control of Hamas' secret investment portfolio:
