The announcement of the new government in Afghanistan is delayed, amid fighting in the Punjir Valley - the last stronghold of Taliban opponents. General Mark Milley, chief of staff of the U.S. military, warns of civil war: "I do not know if the Taliban will succeed in ruling in Afghanistan".
