Deputy Prime Minister and Defense Minister Benny Gantz undertook, as part of the understandings in his meetings with Abu Mazen, to bring about an actual freeze on construction in Judea and Samaria.

He is doing this by preventing the convening of the Supreme Planning Council which is the sole authority to approve building plans in the territories.
