For months, Iran has been working to establish it, relying on "dormant" Iranian cells in the country.

The recruits received money from the Revolutionary Guards, and the rationale of the Islamic Republic to use them is a kind of attempt to hide, as far as possible, their traces in a possible action against Israelis. Although they are less skilled and have low capabilities compared to those who have undergone military training - but they are local and available.

Both Israel and Turkey understand that the quality of workmanship of these recruits is amateurish, and this is one of the explanations given by the many reports of Israelis, who tell of suspicious things they have noticed there in recent days.
