When Netanyahu took office, he did not know anything about this. The fact that some of his conversations may have been recorded became clear to him about two years ago. 

Sources who served in the bureau at the time said that the discovery, which was accidentally revealed following an operational event, caused great astonishment, great embarrassment and quite a bit of anger among Netanyahu and his entourage. 

The head of the GSS, Nadav Argaman, Attorney General Avichai Mandelblit and of course Netanyahu's bureau, were also included in the secret. Mandelblit then held a series of discussions, together with the GSS, to discuss the legality of the incident and try to decide what to do with this hot potato.
