This happened after he was not allowed to participate in an informal summit of the European Union countries with 17 other countries that are not members of it, including Israel, Great Britain, Turkey, and Armenia. 

According to sources, the sheik wanted to become an official participant in the summit and attend a gala dinner for about 50 political leaders. He reportedly left before 10 p.m. on Wednesday, after his request was turned down by EU leaders
