Gantz approved the Qatari money to Gaza under the condition that Israel can supervise that the money goes to whoever entitled to. The money will be transferred via unique mechanism in which the UN will transfer the money to a bank in Gaza, from there citizens will be able to withdraw the money.

"We are strengthening connections with the Palestinian Authority and the moderate elements in the region, while providing Palestinians in the Gaza Strip with the basic humanitarian conditions required for continued life, along with continued efforts to retrieve the prisoners home." 

Gantz explains that by Israeli supervision, the money will come to the people who really need it and not for terrorism purposes.
