Biden claimed: "... maintain the peace without permitting terrorists to rearm"? - What exactly did he mean?

Two days ago, in an article he penned in WAPO, Biden wrote: 

“In Israel, we helped end a war in Gaza—which could easily have lasted months—in just 11 days. We’ve worked with Israel, Egypt, Qatar and Jordan to maintain the peace without permitting terrorists to rearm,” Biden wrote in reference to the May 2021 conflict between Israel and Hamas.

All IDF reports say that Hamas and the other terror mafias in Gaza have done what they have always done: Rearm the day the fighting ended by local production and smuggling.
