Will the Palestinians save the "failed" Israeli project?

With Palestinians, anything that Israel does for them can be explained in a negative way. Here is an example.

In view of the news that Israel will agree to allow Palestinians to use Ramon Airport for their flights abroad, a lack of enthusiasm is evident on the Palestinian side. The Palestinian "Madar" research institute that deals with Israeli issues published a position paper in which it outlined the problems with the proposal.
 
First and foremost, the paper noted that through the Palestinians, Israel is trying to save what it defines as a "failed" project. The institute presented data indicating the lowest use of the airport for flights abroad.
