1. American trusteeship: Trump proposes establishing an American trusteeship regime to replace Hamas rule in Gaza for at least ten years, with the goal of rebuilding the Strip and turning it into the “Riviera of the Middle East.”
 
 2. Development vision: The plan includes developing luxury tourism zones, building six to eight AI-based smart cities, establishing new industrial areas, and upgrading infrastructure through private and public investments. A significant portion of the money will come, naturally, from Saudi Arabia and the UAE, with the U.S. wanting Qatar involved as well (something Israel is less eager about).
 
 3. Evacuation of residents: All Gaza residents—around two million people—would be evacuated outside the Strip or relocated to designated temporary residential areas inside it. Any resident who relocates within Gaza and owns land or an apartment will be entitled to a new apartment in the smart cities built in the Strip.
 
 4. Incentives for relocation abroad: Those who choose to relocate abroad will receive a $5,000 grant (a fortune by Gazan standards), four years of rent support, and one year of food subsidies—very tempting for the average Gazan.
 
 5. Funding mechanism: Investments will be managed by a fund called Gaza Reconstitution, Economic Acceleration and Transformation—in short, with a typically Trumpian acronym: GREAT Trust. The fund will operate on private and public investments, requiring no direct financial outlay from the U.S. government.
 
 6. Security control: Overall security responsibility in the Strip will remain with the IDF, but on the ground private security contractors and forces from third countries will operate. Within about a decade, responsibility for day-to-day security will be transferred to local forces.
 
 7. No Palestinian state: The plan makes no mention of establishing a Palestinian state and is based solely on an agreement between the U.S. and Israel.
