Dr. Kedar emphasizes that the agreement is nothing more than a derivative of the border agreement, which is the much more significant issue of the negotiations.
The agreement does not leave Israel to negotiations with Lebanon but the Americans who become the mediator in any future dispute, and the American interest will be a central, not the Israeli interest in the event of a Lebanese violation.
