The construction will include private houses alongside apartment buildings surrounding the historic fortress. This is the first zoning plan approved for construction among the communities evacuated during the 2005 Disengagement. 

Minister Smotrich welcomed the decision, saying: “A message to our enemies — we are here to stay.”

Yossi Dagan, head of the Samaria Regional Council, who has returned to his home in Sa-Nur, expressed gratitude during the discussion, reciting the Shehecheyanu blessing: “Who has kept us alive, sustained us, and brought us to this time.”
