Jerusalem-based researcher warns symbolism alone won’t disrupt money flows
Ella Rosenberg, a researcher at the Jerusalem Center for Foreign Affairs and Security, stresses that designating an organization as a terror entity carries symbolic and legal weight—but its real value lies in enforcement, not headlines. “This step is important symbolically and aligns with US policy, but it is primarily relevant as a financial and legal enforcement tool, not just a declaration,” she said.
According to Rosenberg, the designation enables European Union states to freeze assets and block transactions with affiliated bodies, thereby strengthening economic enforcement and making it harder for funds to move through Western financial systems.
However, she cautions that without coordinated implementation, the impact will be limited. “Only active enforcement by banks, regulatory authorities, and security agencies—including tracking production and trade chains and linking them to maritime enforcement measures—will create a real effect,” she noted.
