The change in the balance of power in the House of Representatives will prevent President Joe Biden from implementing his agenda. 

Republicans are also expected to launch investigations into the Biden administration and members of his family.

The meaning of the democratic majority does not matter now for the question of legislation, because the passage of a law and the president's signature on it requires a majority in both houses - so even if the Democrats have a majority in the upper house, it will not help them in the next two years.
