A new official US State Department report to Congress states clearly that the Palestinian Authority continues to pay hundreds of millions of shekels to terrorists and their families, despite US law and international pressure.
According to the report, in 2025 alone, around NIS 488.5 million was transferred through both old and “new” channels, including welfare funds and cash payments at post offices. These methods appear designed to bypass oversight and hide the continuation of the policy.
Lt. Col. (res.) Adv. Maurice Hirsch, a senior researcher at the Jerusalem Center for Foreign Affairs and Security, said this is not a surprise.
“This is not a new phenomenon, but a systematic policy,” Hirsch said. “The structural changes — funds, post offices, benefits — are only camouflage. It is the same ‘pay-for-slay’ mechanism continuing to operate.”
