A new investigative summary by the USAID Office of Inspector General reveals that four additional current or former staff members of UNRWA have been linked to involvement in the October 7, 2023 terror attacks in Israel and/or affiliation with Hamas.
According to the report, the individuals—three teachers and a social worker—are suspected of participating in terrorist activities, including holding Israeli civilian hostages kidnapped during the attacks.
The cases have been referred to the US Department of State for possible suspension or debarment, which would prevent them from working with US-funded aid organizations in the future.
The investigation has now identified a total of seven individuals directly tied to participation in the October 7 attacks and 14 with confirmed Hamas affiliations. Among the most significant findings was the case of Hafez Mousa Mohammed Mousa, a UNRWA school principal and operative in Hamas’s East Jabaliya Battalion.
