According to the findings, Hamas viewed Qatar as its preferred strategic partner—both financially and politically. So much so, the organization actively worked to bypass aid channels through the Palestinian Authority or Egypt.
The documents show that Qatar did not merely provide financial support; Hamas also assigned Qatar a deliberate political role, favoring it over other potential partners.
Senior Hamas leaders, including Ismail Haniyeh and Yahya Sinwar, are revealed to have operated behind the scenes to ensure the continued transfer of Qatari cash suitcases into Gaza. These efforts included maintaining close ties with Tehran and sustaining a secret communication channel with Qatar’s leadership.
