The measure is designed to strengthen the Bundeswehr, which has faced growing pressure to expand its ranks in response to heightened security concerns across Europe.
Under the proposal, all men turning 18 will be required to complete a mandatory questionnaire to determine their eligibility, while women may opt in voluntarily. If the military cannot attract enough volunteers, conscription could be reinstated. The bill now heads to the Bundestag, where lawmakers will debate its provisions.
