Arab sources claim that Saudi Arabia wants to minimize its funding of the Gaza Strip reconstruction as much as possible and is pressuring the UAE, Qatar, and Kuwait to allocate funds for the matter since they enjoy high liquidity.
According to the sources, Saudi Arabia is currently under some financial pressure due to a roughly 10% drop in oil prices this year and is prioritizing investment areas. The Gaza Strip is not a high priority (there is the World Cup and Expo, for example), although the Saudis understand that investing in the Strip is an interest of the Trump administration.
Ali Al-Shaabi, a Saudi commentator whom some claim is close to the royal palace in Riyadh, explains that the Saudis are simply tired of funding problematic elements in the region.
"The kingdom has begun to be cautious about writing blank checks after decades of corruption and misuse of the aid it provided in the Arab and Islamic world," Al-Shaabi explained, and this is even before discussing who will lead the reconstruction project.
