Arab party 'Hadash-Ta'al': 'Balad' refused to sign a surplus agreement with us
Today was the last day to sign voter "surplus agreements". This will mean that many Arab votes will be thrown into the garbage.

A "surplus agreement" means that the sides that sign (and most parties do) can "share" the votes that go over the needed number to gain a seat in the Knesset.
So, if one side gets 4.51 seats, and the party it signed with gets 4.49%, the first party will get 5 seats.
The two Arab parties could not come to an agreement to sign such an agreement, which almost assures that the Arab representation will be much less. Political analysts say that the Likud is likely to gain from this.
