Iran and Russia are moving forward with a $25 billion nuclear-energy project as Tehran continues negotiations with the US over the future of its nuclear program.
Iranian Ambassador to Moscow Kazem Jalali described the project as the largest nuclear venture ever undertaken in Iran. It reportedly includes four Russian-designed nuclear power units in the southern province of Hormozgan, with a combined generating capacity of approximately 5,000 megawatts.
However, the agreement itself is not entirely new. Iran and Russia originally announced the deal in September 2025. Jalali’s latest comments confirm that cooperation is continuing despite the war, international sanctions and mounting pressure on Iran to dismantle its nuclear infrastructure.
Russia’s state nuclear corporation, Rosatom, is already deeply involved in Iran. It constructed the country’s operating reactor at Bushehr and remains committed to building additional units there. Moscow and Tehran have also discussed smaller nuclear reactors, nuclear medicine and other technical cooperation.
