The British newspaper Telegraph reports: Russian troops enter new phase of readiness, moving out of bases into woods near Ukraine border. New satellite imagery suggests forces are in a high stage of alert or forming up in readiness for an attack
This comes at the same time that Putin is meeting with his national security group and talking about, among other burning issues, whether Russia should recognize the independece of the Ukrainin "separatist" regions.
Here is one quote from Putin in the meeting:
"If Ukraine joins NATO, then the threats to Russia will increase, Ukraine may start launching an attack on Crimea in order to occupy it because it does not recognize Crimea as Russian territory. If NATO of course joins such an event, the result could be a global conflict of nuclear powers."
