USA: Indictment against a senior operative of Hezbollah's foreign terrorist attack branch

The US Department of Justice filed an indictment today against a senior operative of the Hezbollah terrorist organization's foreign attack branch who, among other things, was involved in carrying out the attack on the Jewish community building in Buenos Aires in 1994.

According to the lawsuit, Samuel Salman al-Rada (58), also known as Salman Rauf Salman, who has Lebanese-Colombian citizenship, is a veteran operative in Hezbollah's Unit 910, the unit responsible for terrorist operations and intelligence of the Lebanese terrorist organization abroad and also known as "Organization Islamic Jihad".

Since 1983, al-Rada has led Hezbollah's terrorist activities in Lebanon, South America and Asia. Among other things, he assisted in the planning and execution of the car bomb attack on the AMIA building of the Jewish community in Buenos Aires on July 18, 1994, in which 85 people were murdered and more than 300 were injured. According to the indictment, A-Reda passed on to the operatives of Unit 910 information that was used to plan and carry out the attack.

It was also stated in the statement of the prosecution that in the following years, al-Rada recruited, trained and managed Hezbollah terrorist operatives around the world, and was responsible for placing operatives in Thailand, Panama, Peru and other countries in order to gather intelligence in preparation for possible attacks and to stockpile chemicals for explosive devices.

In 2011, he even instructed a unit 910 operative to monitor the Panama Canal and the Israeli and US embassies, and a year later a Hezbollah operative was sent to conduct further surveillance there.

The indictment against A-Rada includes articles of providing material aid to a declared terrorist organization, conspiring to provide material aid, aiding and abetting the receiving of military training from a declared terrorist organization, and conspiring to receive military training.

A-Rada was already included in the US Treasury Department's sanctions list in July 2019 for "planning terrorist attacks in the Western Hemisphere". The State Department has also offered a reward of up to seven million dollars for information leading to his location.

"The prosecutors in this office have not forgotten the pain and suffering that Reda allegedly caused," said U.S. Attorney for the Southern District of New York, Damian Williams, as he presented the indictment. "The Southern District of New York continues to lead in the prosecution of terrorists and violent terrorist organizations, and we will not rest until those who created chaos and destruction are brought to justice."

"Nearly three decades ago, veteran Hezbollah operative Samuel Salman al-Rada allegedly helped plan and carry out the horrific attack on the Jewish community center in Buenos Aires that killed 85 innocent people and injured countless others," added Assistant Attorney General Matthew Olsen. "This indictment serves as a message to those involved in acts of terrorism - the memory of the Ministry of Justice is long, and we will not relent in our efforts to bring them to justice."
