The message appears to come from one of the Shin Bet “captains” — the Arabic-speaking security officers who communicate directly with Gazans. 

The meaning is clear: the Israeli officer is offering Gazans to come as a guest, bring cigarettes, and meet local residents in their own area. “The coffee is on you” means the meeting place and hospitality would be provided by the Gazans themselves.
