Two Russian missiles reportedly struck central Kharkiv, hitting an apartment block and a university. The Russian Defense Ministry claims its forces have destroyed more than 130 Ukrainian troops in Donetsk and Zaporizhzhia over the past 24 hours.
Zelensky's representative in the parliament has said that all military installations in Russia are legitimate targets. However, the Ukrainian Defence Minister said Kyiv would not use new long-range weapons from the West to strike targets in Russia.
