Palestinian terrorist prisoners do not meet the definition of prisoners of war.

Kifah Hattab – Palestinian terrorist, PA Security Forces member, and head of a Tanzim (Fatah terror faction) cell that murdered Israeli Rabbi Aharon Ovadian in Baqa Al-Gharabiya while he was shopping in northern Israel on July 2, 2001. Hattab was also involved in the murder of a Palestinian who was suspected of aiding Israel. Hattab was serving 2 life sentences before being released and deported to Egypt in an exchange deal signed in October 2025 during Hamas' Oct. 7 war on Israel.
