A third of the immigrants are entitled to the Law of Return,  then return to Russia with an Israeli passport and a grant

More than 5,000 immigrants from Russia recently arrived in Israel and received special benefits reserved for refugees from Ukraine, but 1,800 of them returned to live in Russia. 

Minister Temno-Sheta has ordered to stop the accommodation of Russian immigrants in government-funded hotels from the beginning of next week.
