Recent investigations have connected Western Union to a significant terror financing operation involving the Islamic Resistance Support Organization (IRSO), designated a terrorist entity by the U.S. since 2006. The IRSO is reportedly using Al-Qard al-Hassan (AQAH), Hezbollah’s financial system, to solicit donations.
A campaign to raise funds for arming Hezbollah was featured on the Qatari site Al-Araby Al-Jadid, urging support for the group. The IRSO is soliciting contributions through Western Union and Whish, a money transfer service with 900 branches in Lebanon, owned by Syrian nationals.
The link between Western Union and terror financing was highlighted in 2017 during the “Equip a Mujahid” campaign. In response to concerns, Western Union stated it takes regulatory responsibilities seriously and screens transactions against watch lists. They also emphasized their commitment to working with governments to combat terrorist financing.
Whish Money collaborates with international companies, including Mastercard and Ria Money Transfer, further complicating the financial landscape of these activities. Increased scrutiny is essential to monitor and disrupt funding for terrorist operations.
