When is a terror attack NOT a terror attack?

Oman is doing anything it can to erase the fact that ISIS killed at least a couple dozen people last week. WHY?

Oman claims that the terror attack by ISIS in their little country "only" killed three people, and that ISIS is not responsible, but "criminals". If so, does that mean that ISIS didn't attack and kill some 25?

After our report from yesterday on an ISIS attack in Oman, the authorities claim:

"In the shooting incident in Wadi Al Kabir, it was confirmed that the three criminals involved in the incident were Omani brothers, and they died as a result of their insistence and resistance to the security personnel.
