Apparently it is because of the large Russian-speaking population in Israel

At a press conference on Friday, Russian President Vladimir Putin explained that one of the main reasons Russia is holding back from providing significant military support to Iran is the large Russian-speaking population in Israel.

“Nearly two million Russian speakers live in Israel—it’s practically a Russian-speaking country,” Putin stated, underscoring the strong demographic and cultural ties between the two nations.
