"Israel is not violating any agreement with Lebanon โ simply because there is no official agreement," explains Col. (res.) Dr. Jacques Neriah, a Middle East expert at the Jerusalem Center for Foreign and Security Affairs.ย
According to him, Israel is acting within the framework of Security Council Resolution 1701 to neutralize threats from Hezbollah, which is currently in a fierce internal struggle between moderates and extremists.
