A new report details how Hezbollah, Iran’s IRGC-Quds Force and the Venezuelan regime built a sanctions-evasion network that turned Iranian oil into Venezuelan gold — and then into cash for terrorism.
The scheme reportedly worked through a simple but dangerous formula: Iran shipped oil to Venezuela, using smuggling methods such as front companies, ship-to-ship transfers and “dark fleet” tactics.
Venezuela then paid not only with money, but with gold and diamonds. The gold was moved through Iran and Turkey, sold for cash, and the proceeds were routed back into the Hezbollah-IRGC financial network.
At the center of the network were figures tied to Hezbollah’s financial apparatus, including Ali Qasir and Iranian businessman Seyed Naiemaei Badroddin Moosavi. According to the report, Moosavi used his access inside Venezuela to help move Iranian oil into the country and send gold back through channels that ultimately benefited Hezbollah and the Quds Force.
