Rescue Without Borders Yosh announced that a driver arrived at the entrance to the settlement of Carmel in the Mount hebron area of Judea and reported that he was shot at by two masked gunmen who tried to block the road one kilometer north of Carmel . 

Following the incident, all the exits from Kiryat Arba were blocked to traffic. 
There are no casualties. The army is conducting scans.
