The Foreign Ministry this morning revealed documents and information seized in Gaza that prove that Hamas is behind the flotilla that is expected to arrive off the coast of Gaza in the coming days.
The ministry's statement said that Hamas Abroad is responsible for activities outside the Strip, with an emphasis on the PCPA organization, which is subordinate to Hamas and serves as an arm of the movement.
The PCPA organization (Palestinian Conference for Palestinians Abroad) was founded in 2018 and serves as Hamas's representative body abroad, effectively operating as Hamas embassies. The organization operates under civilian cover and is responsible, on behalf of Hamas, for mobilizing actions against Israel - including violent demonstrations, marches against Israel, and protest and provocation flotillas.
The first official Hamas document (link attached below) is found in the Gaza Strip – a letter from 2021 signed by Hamas’s political bureau chief, Ismail Haniyeh, which explicitly and directly calls on the PCPA chairman for unity. In this letter, Haniyeh publicly gives his blessing to the PCPA organization. It should be noted that the State of Israel designated the organization as a terrorist organization as early as 2021 due to its being an arm of Hamas.
