It has been the official policy of the accepted Arab authority that runs the life of millions of Arabs in Judea and Samaria. 

In a nutshell, the policy is to make sure that if an Arab decides to perform a terror act against Jews in Israel, then they will be rewarded – handsomely with worldwide support funneled through the Palestinian Authority.

One can mistakenly think that a sucide bomber or a terrorist thinks that they have a slim chance of surviving following an attack, and therefore it is very challenging to make them feel threatened by stiff punishments.
