An explosive investigation aired Saturday night on Israel’s Channel 12, in collaboration with NGO Monitor, has revealed that the British government is knowingly providing millions in aid to Gaza through a Hamas-affiliated ministry.
At the center of the investigation is a 2022 document from the British Consulate-General in Jerusalem obtained by NGO Monitor. The document outlines UK financial support to Gaza via UNICEF, running from 2022 to 2026. It openly acknowledges “major risks of actual or perceived diversion of humanitarian aid,” including the possibility of funds ending up in the hands of “terrorist groups.”
One section highlights the risk of “direct or indirect diversion of aid to the de facto authorities in Gaza,” explicitly referencing the use of ATMs and the impossibility of tracking cash once withdrawn. The most damning passage warns that the UK-funded cash assistance will be implemented in coordination with Gaza’s Ministry of Social Development (MoSD), which it clearly states is affiliated with Hamas, a designated terrorist group in the UK.
NGO Monitor's Anne Herzberg said the UK government was fully aware that “a Hamas-controlled entity was an integral partner” in distributing the funds.
Despite Hamas's October 7 terror onslaught, British policy has not changed. A March 2024 UNICEF report stated it had “maintained and strengthened the partnership with the MoSD.” In November 2024, UNICEF further confirmed that the UK and the EU continue to fund the Gaza cash transfer program.
NGO Monitor estimates that in 2024 alone, the UK has funneled over $23 million to UNICEF for its operations in Gaza and the West Bank.
While Prime Minister Keir Starmer condemns Israel for defending itself, freezes free trade negotiations, and imposes sanctions on Israelis, his government is simultaneously channeling taxpayer funds into a program that directly partners with a Hamas-run ministry.
